FairVote’s Dave Daley makes the case for proportional RCV in the New York Times

Today, FairVote Senior Fellow Dave Daley published an Op-Ed in the New York Times explaining why multi-member House districts with ranked choice voting would be a powerful solution to the extreme partisan gerrymandering we have seen so far in 2021.

Though independent redistricting commissions are an important step towards ending gerrymandering, Daley walks through case studies to show why they can’t do it on their own. From Arizona to Ohio to New York, he explores where commissions have been filled with partisan members, where partisan law firms have been hired to defend gerrymanders, and where legislatures have considered tossing out commission maps entirely.

Daley explains that as long as we use single-member Congressional districts, so much will be at stake with how lines are drawn that operatives will stop at nothing to win an advantage. Daley highlights Representative Don Beyer’s Fair Representation Act (FRA), which would combine independent redistricting commissions with multi-member districts, as a solution.
