In a representative democracy, the right of decision belongs to the majority, but the right to representation belongs to all. FairVote advocates for adoption of proportional voting systems for local and state elections, and for an informed debate about their merits for congressional elections.

Choice Voting/Proportional Representation
Proportional systems help ensure that constituencies have representation in government bodies that reflect their share of the electorate. Choice Voting is FairVote's preferred proportional method, because as a ranked voting system it honors majority rule, allows for fair represenation and maximizes the effectiveness of a voter's ballot.

Redistricting
Our nation's reliance upon winner-take-all elections and single member districts for Congressional elections without national standards has left our voting process open to the abuses of unfair partisan gerrymandering. By gerrymandering the districts, legislators and their political allies have used redistricting to choose their voters, before voters have had the opportunity to choose them.
