Former Congressmen Birch Bayh and John Anderson are discussing the plan to implement a national popular vote for president now on the Diane Rehm Show.
Anderson and Bayh discuss the plan with John Fortier of the American Enterprise Institute and Jack Rakove, professor of political science and law at American University.
Congressman Anderson was an independent candidate for president in 1980. He chairs FairVote.
